Porn - IN PUBLIC!

The first amendment protects freedom of speech. 

One New York Elected Official claims that the first amendment protects his freedom to view/have porn in a public place. (Story developing).

Here's.....where America goes down the tubes and where we lose our roots.... thank you Mister Elected Official......we appreciate your service to our country....now - go home and watch porn on your own time....

I'll reference our constitutional preamble -

We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

Does viewing porn in public insure domestic tranquility?   Does it promote the general well being of our country?  Does it secure the blessings of liberty?  Or is in this case the liberty taken of publicly viewing porn....disruptive? Does viewing porn SECURE liberty?  Or take licentious and exploitative advantage of it?
