TSA Profiling Women They Want to Scan

Probable Cause: Facts or circumstances that would lead a reasonable and prudent person to believe a crime is, has been or will be committed and the fruits of the crime are still present. (Grilled into my head from my oral review boards from my law enforcement training).

I would count the TSA behavior and witness account and circumstances as suspicious and demand an investigation.  This would be very easy to solve on a larger scale.  You just have TSA count who they screen and document their probable cause for requiring screening, and start pulling numbers for an audit.   Not only that - as Julian Assange has shown us, nothing is foolproof.  Someone can rip something off from where they aren't supposed to. So you can NOT tell me and have it be credible - nor would I believe you believe it either - that TSA can't hijack those documents/images/pictures and are incapable of abusing their "powers."  (MILGRAM EXPERIMENT!!!!)
